What makes an Empire evil or bad?

The definition is simply that it's ruled by one person, but nowhere does it state that it's also inherently bad.

So, what makes it bad?

Why are we assuming Sen Devadatta is evil when from what I've read in the history books and from the locals, all they did was shut their doors. We don't know the reason yet either.

It's understandable to be wary and suspicious, but I don't think it's a good idea to go in believing we're going to be arrested or worse.

[There's a pause as Hope thinks about his next answer. He realizes he worded himself poorly before and coupled with the fact that this woman didn't know what Hope had done prior to his arrival here meant she wasn't aware that her words were something he believed already. And, in a way, had been told him already. Just worded different.]

You're right. However, without the proper intel on the Empire, we are not sure what, if anything, there is to fight.

But please don't get me wrong. I will always fight for a brighter tomorrow.

[A pause.]

It's not a question of can or can't. There are some things in life you just do.

[Hope can't see it, but Yotsuyu is absolutely done right now. She doesn't do well with children, nor does she do well with positivity. This combo is making her stick to her stomach, but for some reason, she's not willing to let this conversation drop.]

That's certainly a noble ideology you have there. Tell me, child, what did you do before you came here?

[It took quite some time to write this, mostly because Hope really... didn't want to answer. But he felt he should.]

Please keep in mind, this is a vast oversimplification of the story, but it's a very long story and not one I really like to tell as it's still too soon.

Before I came here, I fought a fal'Cie, a kind of deity on my world, with five others. We fought our fates and yet fulfilled it as well. The fal'Cie has the power to make you into a l'Cie, whether you want it or not. We were given the power of the l'Cie and our Focus was to destroy Cocoon with Ragnorak.

We killed the fal'Cie instead, but we completed our Focus all the same. I can only hope the people made it out in time.

I turned to crystal, the "reward" for completing my Focus. And then, I arrived here.
